The Quality of Care (QoC) Network is a 5-year (2017-2023) collaborative initiative of WHO and UNICEF to strengthen institutions and processes for quality improvement in MNCH in 11 countries that joined in 2017 on the basis of a high level of commitment and engagement in improving maternal and neonatal care. The Network strategy was developed by (initially) nine member states in 2017. It has four strategic axes: Leadership, Action, Learning, and Accountability. The primary role of WHO is to coordinate and share the lessons generated by Network members, to provide technical support for the adaptation, implementation, and monitoring of normative quality standards by member states, and to assist their efforts of achieving synergies among the MNCH projects of international partners in the country. 

hera was contracted by the WHO Department of Maternal, Newborn, Child and Adolescent Health and Ageing (MCA) to:  review progress and results achieved within the Quality of Care (QoC) Network assess the extent of coherence, efficiency, implementation effectiveness and sustainability, and develop recommendations on a way forward for the Network as part of the national and global Maternal, Newborn and Child Health (MNCH) QoC agenda.
